<p>Mr Putin&#8217;s party, United Russia, barely scraped a majority in the elections held earlier this month.</p>
<p>&#8220;I have made the most serious decision of my life. I am running for president,&#8221; Mr Prokhorov said at a news conference.</p>
<p>Mr Prokhorov said he would not build his presidential campaign on criticism of Mr Putin.</p>
<p>&#8220;Criticism must make up no more than 10%… I would like to focus on the things I would do,&#8221; he said.</p>

<p>Mikhail Prokhorov is one of the new generation of Russians who are comfortable with their place in the post-Cold War world. Just 46 years old, he made his fortune in Russia&#8217;s &#8220;crazy 90s&#8221; by buying Norilsk Nickel, and then selling it just before the global economic crash.</p>
<p>Genuinely charming, over two metres tall, and with excellent English, he communicates easily with both Russians and non-Russians. But he has an Achilles heel that is a major shortcoming in today&#8217;s Russian politics. He is an oligarch.</p>
<p>For many ordinary Russians the oligarchs are the people who stole their raw materials, and in the case of Mikhail Prokhorov that includes vast amounts of gold as well as nickel. So although he is undoubtedly a charismatic man, and a very good organiser, he may not be able to generate sufficient support from the grassroots.</p>

<p id="story_continues_2">Earlier this year, the metals billionaire and owner of the US NBA New Jersey Nets basketball team made a short-lived effort to challenge the United Russia party in this month&#8217;s parliamentary elections.</p>
<p>He later resigned from his own party, the Right Cause party, following an internal power struggle that he blamed on the Kremlin.</p>
<p>He then accused Kremlin strategist Vladislav Surkov of being linked to the party&#8217;s split and said he would push for Mr Surkov&#8217;s dismissal.</p>
<p>On Monday, he said: &#8220;I have found a more sophisticated way [to dismiss Surkov], I think I should just become his boss,&#8221; Mr Prokhorov said.</p>
<p>In a recent blog, Mr Prokhorov said he saw no alternative to Mr Putin as president.</p>
<p>&#8220;Whether they [Russian people] like it or not, Putin is so far the only figure who can manage this inefficient state machine,&#8221; Mr Prokhorov said.</p>
<p>Mr Prokhorov is ranked by Forbes as Russia&#8217;s third richest man with a fortune of around $18bn (£11bn; $13bn euros).</p>
<p>&#8216;Proof in the pudding&#8217;The parliamentary elections on 4 December were criticised by observers from the Organisation for Security and Co-operation in Europe (OSCE), who said there had been &#8220;severe problems with the counting process&#8221;.</p>
<p>They said the poll was slanted in favour of Mr Putin&#8217;s party, United Russia, and that there had been irregularities including the stuffing of ballot boxes.</p>
<p>The United States expressed &#8220;serious concerns&#8221; about the conduct of the vote.</p>

<p>Tens of thousands of people have taken to the streets of Russian cities calling for a re-run.</p>
<p>President Dmitry Medvedev said on Sunday on his Facebook page that the alleged irregularities would be investigated, although a spokesman for Mr Putin, Dmitry Peskov, said the overall result would not be affected.</p>
<p>The US Secretary of State, Hillary Clinton, said on Monday that she was encouraged by the Russian protests.</p>
<p>&#8220;There were dozens of them across the country and the fact that the government has announced it is willing to investigate allegations of fraud associated with the 4 December Duma elections is a good sign and a reassuring position for the Russian people.&#8221;</p>
<p>But, she added, &#8220;the proof is in the pudding&#8221;.</p>
<p>On Monday the Russian authorities organised their own rally in Moscow in support of Mr Putin and his ruling party.</p>
<p>However, the BBC&#8217;s Steve Rosenberg in Moscow was told by some protesters that they had been paid to attend and others said they were students who had been told to go by their teachers.</p>
<p>Our correspondent says despite the anger against Mr Putin it is unclear how much support Mikhail Prokhorov will be able to generate when he runs for the Kremlin.</p>

			<content:encoded><![CDATA[<p>Accra, March 24, GNA &#8211; Akuafo Hall tagged as the &#8216;Hall of Excellence&#8217;, lived up to their accolade when the beat Legon Hall 12-6 in the finals of their Basketball Championship.  The championship which was designed to mark the 58th Anniversary of Legon Hall of the University of Ghana saw the Akuafo lads displaying quick ball passing, furious attacks and swift rebounds to clinch the ultimate title.</p>
<p>Legon Hall looked disjointed in the final game and that accounted for their unimpressive display even though it was not evident in their previous games against the teams from International Student Hostel (ISH), Bani and Pentagon.  They looked out of sort as their opponents took the game to them compelling them to commit faulty passes as the frailty of their defence allowed Akuafo to capitalize on it and in the process dethrone them as champions to send their supporters into euphoric mood.</p>
<p> The championship dubbed &#8216;Legon Dunks 2010&#8242; under the sponsorship of communications giants, Tigo and Rite Multimedia was witnessed by thousands of basketball fans. Akuafo Hall started their ambition on a whirlwind fashion in pool B beating arch rivals Mensah Sarbah Hall 14-10 in a highly competitive opening game with subsequent victories over Pentagon. Pentagon Hostel in the third place match also posted a narrow 15-14 win over Evandy Hostel to pick the bronze medal.</p>
<p>In a curtain raiser, national Polytechnic champions, Accra Polytechnic and the Institute of Professional Studies (IPS) stole the show with Polytechnic champions showcasing enough firepower and excellent basketball artistry to beat the IPS 14-6.  The Marketing Director of Tigo, Nana Ampratwum, Business Intelligence Manager of Tigo, Madam Rosy Fynn, Director of the Sports Directorate of the University of Ghana, Dr Emmanuel Owusu-Ansah were present to grace the occasion.</p>
<p>The top echelon of the Ghana Basketball Association including its Vice &#8211; Chairman, Emmanuel Baafi, alongside the Chief Executive Officer of Rite Multimedia, Yaw Sakyi Afari and Sika Nartey Lawrence, the Production Manager were also present.<br />

			<content:encoded><![CDATA[<p>Kumasi, July 15, GNA &#8211; The Ghana Basketball Association (GBA) has launched a “Talent-hunt Campaign” to identify and train potential basketball stars for the country.</p>
<p>Mr Iddrisu Gamel, an Official of GBA who disclosed this to the GNA Sports In Kumasi on Wednesday said, the campaign forms part of measures to develop lesser known sports to an appreciable standard to help Ghana win more laurels at international competitions.</p>
<p>He pointed out that research by the National Sports Council (NSC) showed that basketball was the second most patronized sport in the country, stressing that it was against this back drop that the Association found it necessary to embark on the talent hunt.</p>
<p>Mr Gamel said that his outfit was undertaking the campaign in collaboration with the Ghana Education Service (GES) through the organization of sponsored competitions for all age categories at the Basic school level.</p>
<p>He said when basketball talents are unearthed at a tender age and nurtured on sustainable basis, it would be easier for them to blossom into future stars and be able to compete with their counterparts in and outside the country.</p>
<p>The GBA official also said basketball players are currently one of the highly paid sportsmen in the world and hoped stakeholders would invest in the sport to give meaningful life to Ghanaian players.</p>
<p>Mr Gamel commended Nestle Ghana Limited for including basketball as a category of sporting event in the recent Milo School Sports Festival.</p>
